The Assistant Dean of Finance and Administration serves as the Chief Financial and Operating Officer for the Evans School of Public Policy & Governance and is responsible for the overall staff supervision and management of financial, research, administrative, human resources, operations and facilities for the School. The Assistant Dean represents the Dean in business and financial matters within the School and with University officers and Regents.

The major complexities of this position are ones of growth and coming to scale. The Evans School is growing in the number and complexities of educational programs; research projects; collaborative grants for community and public sector engagement; and increased endowment funding. It is the primary responsibility of this position to increase delegation and training to new and expanded staff, to create and support internal procedures and processes that implement the annual strategic action plan. This position is accountable for lead finance business processes within the School and integrating with central finance, accounting, and planning environments.

The Assistant Dean will support and provide advice to the Dean who is involved nationally, internationally and regionally in expanding the field and reputation of Public Administration and Policy, in particular at the Evans School.

This position provides direction and oversight on complex initiatives and projects necessary to advance the School’s mission, as well as the Dean's vision and strategic goals. As requested, the Assistant Dean speaks for the Dean in business and financial matters within the School and with University officers and the Regents, representing the School with other universities, the state and national and international programs and initiatives.

DUTIES AND RESPONSIBILITIES: Strategic Financial Planning and Management - 40%

  • Responsible for financial stewardship of the Evans School, ensuring compliance with university rules and regulations which includes budget development, monitoring, management and fiscal oversight for the School and its programs. Oversees core business processes associated with planning, management, and accounting for the School’s resources, including budget development, generating projections and analyses, identifying problem areas, and making recommendations. Financial resources include state, federal, foundation, and gift funds.

  • Manage the strategic financial planning process to lead the development of long-term, short-term and current year goals in both regularly scheduled and ad-hoc manners.

  • Oversee development, allocation and monitoring of operational budgets to align programs with the School’s strategic goals and annual strategic action framework.

  • Manage the financial resources through university systems of record, policies and reporting for the School to include budgets and funds from federal, state, private, University, and foundation sources to ensure ethical and fiduciary practices.

  • Represent the Evans School across campus on college and school level committees and financial forums.

  • Deliver presentations on complex financial and/or operational topics to a wide variety of stakeholders.

  • Develop and maintain academic program revenue projection models in support of the School's long-range strategic planning efforts.

  • Support the Associate Dean of Teaching and Learning with annually developing two-year course plans. Human Resources and Performance Management – 40%

  • Supervise the financial and human resources staff.

  • Review, monitor, and approve all personnel actions, establishing internal policies and procedures to ensure compliance with University’s policies.

  • Serves as liaison between the School and UW Human Resources in the resolution of personnel issues, initiates and follows through on progressive disciplinary actions. Represents the School in grievances and human resources complaints.

  • Interprets and integrates federal, state, UW and other local laws and agreements into School policies and procedures.

  • Develops and maintains School’s hiring plans for faculty and staff.

  • Supervises the Director of Human Resources who serves as the day-to-day staff, student, and academic employees HR expert and resource to the School.

  • Supervises the Director of Finance & Administration who serves as the day-to-day Finance & Administration expert and resource to the School.

  • With other members of the senior leadership team, ensuring diversity, equity, and inclusion are deep practices within the School.

  • Manage the annual performance appraisal process in accordance with the dean. Operations and Facilities Management - 15%

  • Oversee and supervise the management of campus space; working with the dean allocate space; develop and coordinate renovation and construction plans and maintenance work, as required.

  • Manages general operations and facilities for the School to ensure effective, efficient, and safe operations for faculty, staff and students.

  • Develops and implements emergency preparedness plans, such as Husky Ready; coordinates elections for health and safety committee.

  • Oversees School’s equipment inventory. Perform other duties as assigned. – 5% MINIMUM REQUIREMENTS

  • Bachelor’s Degree in business, accounting, public administration, or related field.

  • 7 years of experience with planning, budgeting and financial management at an academic institution or complex, large-scale organization.Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Must have a management style that emphasizes solutions, collaboration, communication, flexibility, trust, and patience.

  • Proficiency with clear and concise communication at all levels both verbally and written.

  • Strong organizational and management skills; experience managing high-level professional staff roles.

  • Demonstrated ability working through major organizational transformational changes.

  • Experience summarizing and synthesizing complex data into meaningful information that aids business decisions.

  • Demonstrated efforts in creating a diverse and equitable work environment

  • Extraordinary interpersonal skills with commitment to excellence in service delivery and team building

  • Commitment to working with diverse populations

  • Thorough understanding of University of Washington financial, budget and personnel policies, procedures and systems. DESIRED QUALIFICATIONS

  • A Master’s degree in Business Administration, Public Administration or related field and a minimum of ten years of relevant administrative experience.

  • Familiarity with the public and nonprofit sectors and the field of public administration.

  • Advanced experience with Workday Financial and Human Capital Management products.

  • Advanced experience with Microsoft Excel creating and modifying complex workbooks and Pivot TablesWorking Conditions:

  • This position will benefit from the telework policies that provide flexibility in work location with a hybrid schedule of in person and remote options. Due to the broad range of responsibility, this position experiences many externally imposed deadlines and must be flexible and available. As direct support to the Dean, this position must be available to be responsive to questions on an immediate basis. This position must have a fluid schedule and be available to meet immediate and urgent needs for information to support the Dean and other administrative heads of the School.
